;办理人:送达岗;办理时限:1工作日;审查标准:根据申请人的选择,当场送达、电子文件网上送达;办理结果:或者快递送达许可决定。;","forUser":"企业法人","handleScope":"全省","implementCode":"1141010572868597094412006080000","implementPropety":"法定机关","infoType":"承诺件","isCharge":"N","leadDepts":"暂无信息!","legalDays":"20","legalDaysDesc":"依照行政诉讼法第四十二条之规定","legalStandard":"《郑州市科技企业孵化器管理办法》第一章总则\r\n第一条为贯彻落实《郑州市人民政府关于加快发展众创空间推进大众创新创业的实施意见》(郑政〔2015〕30号)和《郑州市进一步加快推进创新创业载体发展的若干政策措施的通知》(郑政办〔2019〕28号)精神,促进全市科技企业孵化器(以下简称“孵化器”)建设的快速、健康发展,规范孵化器的管理工作,根据国家、省有关孵化器管理工作要求,结合郑州实际,制定本办法。\r\n第二条孵化器,是以促进科技成果转化、培育科技企业和企业家精神为宗旨,提供物理空间、共享设施和专业化服务的科技创业服务机构,是国家创新体系的重要组成部分、创新创业人才的培养基地、大众创新创业的支撑平台。\r\n第三条孵化器的主要功能是围绕科技企业的成长需求,集聚各类要素资源,推动科技型创新创业,提供创业场地、共享设施、技术服务、咨询服务、投资融资、创业辅导、资源对接等服务,降低创业成本,提高创业存活率,促进企业成长,以创业带动就业,激发全社会创新创业活力。\r\n第四条孵化器的建设目标是落实郑州市开放创新双驱动发展战略,构建完善的创新创业孵化服务体系,不断提高服务能力和孵化成效,形成主体多元、类型多样、业态丰富的发展格局,持续孵化新企业、催生新产业、形成新业态,推动创新与创业结合、线上与线下结合、投资与孵化结合,培育经济发展新动能,促进实体经济转型升级,为将郑州打造成为国家极具活力的创新创业中心提供强有力的科技支撑。\r\n第五条郑州市科学技术局(以下简称“市科技局”)负责对全市孵化器进行宏观管理和业务指导。负责郑州市科技企业孵化器(以下简称“市级孵化器”)的认定和管理工作,对符合省级或国家级认定条件的孵化器,由市科技局推荐申请省级或国家级孵化器。\r\n第六条各开发区、县(市、区)科技行政主管部门负责辖区内孵化器的规划建设、具体业务指导、管理与服务,协调落实相关政策,并做好相关加速器的衔接,科学建设人才公寓等配套设施。孵化器建设与发展工作列入各开发区、县(市、区)科技工作考核内容。\r\n第二章认定条件\r\n第七条申请认定市级孵化器,应具备以下条件:\r\n1.具有独立法人资格,在郑州市内注册,注册地与实际运营地址一致。发展方向明确,具备完善的运营管理体系和孵化服务机制,实际注册并运营满12个月,能够提供真实完整的统计数据,无社会信用黑名单记录和重大违法违约记录;\r\n2.孵化器孵化场地集中,可自主支配的孵化场地面积不低于5000平方米。其中,在孵企业使用面积(含公共服务面积)占70%以上;\r\n3.孵化器具有投融资服务功能。孵化器自有种子资金或合作的孵化资金规模不低于200万元人民币,获得投融资的在孵企业占比不低于6%,不少于1个资金使用案例;\r\n4.孵化器拥有职业化的服务队伍。专业孵化服务人员占机构总人数的70%以上,每15家在孵企业至少配备1名专业孵化服务人员,至少3人。专业孵化服务人员指具有创业、投融资、企业管理等经验或经过创业服务相关培训的孵化器专职工作人员;\r\n5.孵化器拥有专业创业导师队伍。每15家在孵企业至少配备1名创业导师,至少3人。创业导师是指接受孵化器聘任,能对创业企业、创业者提供专业化、实践性辅导服务的企业家、投资专家、管理咨询专家;\r\n6.孵化器在孵企业中已申请专利等知识产权的企业数量占在孵企业总数比例不低于20%,或拥有有效知识产权的企业数量占在孵企业总数比例不低于15%,或备案科技型企业数量占在孵企业总数比例不低于15%;\r\n7.孵化器在孵企业数量不少于25家,且每千平方米平均在孵企业数量不少于1.5家;\r\n8.孵化器累计毕业企业不少于3家。\r\n第八条孵化器中在同一产业领域从事研发、生产的企业占在孵企业总数的60%以上,且提供细分产业的精准孵化服务,拥有可支配的公共服务平台,能够提供研究开发、检验检测、小试中试等专业技术服务的,可按专业孵化器进行认定管理。专业孵化器内在孵企业不少于15家且每千平方米平均在孵企业不少于1.5家;累计毕业企业不少于2家。\r\n第九条孵化器在孵企业应具备以下条件:\r\n1.主要从事新技术、新产品的研发、生产和服务,基本满足科技型中小企业相关要求;\r\n2.企业注册地和主要研发、办公场所须在本孵化器场地内,入驻时成立时间原则上不超过24个月;\r\n3.孵化时限原则上不超过48个月,纳入“智汇郑州”人才工程的顶尖人才、国家级领军人才、地方性领军人才、地方突出贡献人才或技术领域为生物医药、现代农业、集成电路的企业,孵化时限原则上不超过60个月。\r\n第十条企业从孵化器中毕业应至少符合以下条件中的一项:\r\n1.经国家备案通过的高新技术企业;\r\n2.累计获得天使投资金额或风险投资金额超过500万元人民币;\r\n3.连续两年营业收入累计超过1000万元人民币;\r\n4.被兼并、收购或在国内外资本市场挂牌、上市。\r\n第三章申报与管理\r\n第十一条市级孵化器的认定程序为:\r\n1.申报机构向所在开发区、县(市、区)科技行政主管部门提出申请;\r\n2.所在开发区、县(市、区)科技行政主管部门初审通过后,向市科技局提出书面推荐意见;\r\n3.市科技局组织专家评审,对符合条件的孵化器,认定为“郑州市科技企业孵化器”。\r\n第十二条市级孵化器按照郑州市政策和文件规定享受相关优惠政策。\r\n第十三条市科技局依据有关要求对孵化器进行规范统计,孵化器应按要求及时提供真实完整的统计数据。\r\n第十四条建立孵化器绩效评价体系和退出机制,对已认定的市级孵化器按照《郑州市创新创业孵化载体运营考核评价办法》(郑科〔2018〕3号)实行年度绩效考评与动态管理,对绩效考评优秀的给予奖补;对连续两年绩效考评均不合格的,取消其“郑州市科技企业孵化器”资格。\r\n第十五条市级孵化器发生名称变更,或运营主体、面积范围、场地位置等认定条件发生变化的,需在3个月内提出变更,程序为:\r\n1.孵化器向所在开发区、县(市、区)科技行政主管部门提交变更申请;\r\n2.孵化器所在开发区、县(市、区)科技行政主管部门负责对变更事项进行材料审查和实地核查。经审核后仍符合本办法要求的,所在开发区、县(市、区)科技行政主管部门报市科技局进行变更备案,不符合本办法要求的向市科技局提出取消其市级孵化器资格建议。\r\n第十六条在申报过程中存在弄虚作假行为的,取消其市级孵化器参评资格,3年内不得再次申报;在审核推荐过程中存在徇私舞弊、有违公平公正等行为的,按照有关规定追究相应责任。\r\n第四章促进与发展\r\n第十七条各开发区、县(市、区)要高度重视本地区孵化器的建设和发展工作,把其作为引进高层次科技创业人才、提升区域自主创新能力,培育科技型企业和高新技术企业的重要抓手,加强领导,统筹协调,创新体制机制,在孵化器发展规划、用地、财税等方面提供优惠政策支持,促进孵化器健康发展。\r\n第十八条支持和鼓励各开发区、县(市、区)根据当地经济发展战略和目标,建设适合当地产业特色与要求的孵化器,引导带动地方创新体系建设。各开发区、县(市、区)应积极引导孵化器向专业化方向发展,支持现有孵化器加快公共技术服务平台建设,支持有条件的龙头企业、高校、科研院所、新型研发机构、投资机构等主体建设专业孵化器,促进创新创业资源的开放共享,促进大中小企业融通发展。\r\n第十九条孵化器应加强服务能力建设,利用互联网、大数据、人工智能等新技术提升服务效率。有条件的孵化器应形成“众创—孵化—加速”体制机制,提供全周期创业服务,营造科技创新创业生态。\r\n第二十条孵化器应提高市场化运营能力,加强科技创业服务品牌建设,鼓励开展企业化运作,构建可持续发展的运营模式,提升自身品牌影响力。\r\n第二十一条孵化器应积极融入全球创新创业网络,开展跨国技术转移、跨国投资、跨境孵化等业务,引进海外优质项目、技术成果和人才等资源,帮助创业者对接海外市场。\r\n第二十二条发挥孵化器行业协会作用,建立面向孵化器管理人员、孵化服务人员、在孵企业及创业者的多层次孵化培训体系,加强经验交流和资源共享,提升孵化绩效。\r\n第五章附则\r\n第二十三条本办法由市科技局负责解释,各开发区、县(市、区)科技行政主管部门可参照本办法制定本区域科技企业孵化器管理办法。\r\n第二十四条本办法自颁布之日起施行,原《郑州市科技企业孵化器管理办法》(郑科〔2014〕66号)废止。","mediationServices":"无","monitorComplain":"一、固话投诉:0371-63020107\r\n二、网上投诉地址:\r\n
